Senate Bill 2570 has
passed the Senate making it one step closer
to becoming law. It has now been referred
to the Fees and Salaries Committee and
Appropriations Committees of the House. It
will first be addressed in the Fees and
Salaries Committee. If it clears this
committee it will then go to the
Appropriations Committee. This bill removes
all state employees from under the State
Personnel System for a period of 2 years
essentially making them at will employees
with no administrative due process rights.
They can be terminated without cause and
will have no appeal rights. Review the
attached bill. The underlined text contained
in section 1 paragraph 4 is the proposed
amendment to existing law.
The state already has the
necessary process under the current State
Personnel Board regulations to reduce the
number of state employees if needed, due to
budget short falls. There is NO reason to
strip all employees of their due process
rights to accomplish this.
At the moment it’s the
rights of state employees, next it could
very well be the rights of city and county
civil service employees. Understand that
whether you are a state employee or a city
or county civil service employee, your legal
protection and right to administrative due
process comes from the legislative acts of
this same legislature.
The passage of this
bill must be stopped.
